Consumer Watchdog (CW) has more than its share of enemies.  While most normal Californians have very little idea who they are, the denizens of the Capitol are not really normal, are they? They have a pretty good idea of who they are.

They have enemies from the 2007 health care fight, where California ended up with no health care reform package, partly because the left didn't want to be complicit with Gov. Schwarzenegger's plan.  You see, fellow progressives, we are supposed to stand by while the "adults" do all the negotiating and then cheer when we get some scraps.  By adults I mean, the corporate right, the Tea Party, and the center-right Democrats.  So, you know, "serious" people.

It turns out that when CW helped out with blowing up that 2007 process, there were some hard feelings. And these things linger in Sacramento.  Of course, for Consumer Watchdog, it is hardly the first time they've pissed anybody off.

Fast forward to this year, when AB 52, health insurance rate regulation is up in the Senate. It ultimately fails, and Sen. Ed Hernandez, the chair of the Healthcare committee that ultimately passes it to the full Senate, catches some flack.  Hernandez didn't ultimately support the bill in the full Senate, or at least he has said as much.

Milwaukee County Executive Chris Abele has sensibly proposed continuing a ban on carrying concealed weapons in county buildings, a decision the county can make despite a new concealed carry law which takes effect on Nov. 1.

Guess who disagrees?

The Lone Ranger, Sheriff David Clarke, who used to oppose concealed carry and said it would put his deputies in danger. Now he thinks people need weapons to shoot the bad guys.

Clarke wants people to be able to bring weapons into county buildings -- just not the ones he works in.

The new law prohibits weapons in the courthouse, safety building,jail and Mitchell airport. So Clarke will be safe; only law enforcement personnel can pack guns where he works.

Abele -- after checking with county department heads -- says he also wants to ban weapons in county park buildings, the Mental Health Complex, the zoo, senior centers, the public museum, and the Marcus Center for the Performing Arts.

The City of Milwaukee already has approved posting city buildings with "No weapons" signs. Abele's plan needs County Board approval. The Journal Sentinel reports:

Food Safety Is A Public Health & National Security Issue

If we had terrorists loose in this country who killed 3,000 people each year, the GOP would be going nuts.  But what's their response to the estimated 3,000 people who die annually from tainted food?  Michelle Bachmann suggests eliminating all food safety laws and other GOP proposals would gut food inspection and enforcement.  As Think Progress reported earlier this year:

Under the House Republicans’ proposal to reduce non-defense discretionary spending, the FDA’s $2.3 billion budget (which makes up a whopping 0.07 percent of the overall federal budget) will be reduced by 20 percent, imperiling the jobs of 3,000 inspectors.

Coburn, Inhofe Reject Disaster Relief

Is there anything more anti-Oklahoma than denying help to state residents after they have suffered through a weather-related disaster?

The state's turbulent weather, some of the worst in the country, includes tornadoes, wildfires, blizzards, ice and hail storms and drought. It kills people, destroys property and sometimes ruins lives. It's part of living on this tough section of the country's prairie, and the destruction is always followed by a we-won't-be-defeated attitude, an outpouring of neighborly help and, most importantly, federal financial assistance.

So it should be nothing short of state treason that U.S. Sens. Tom Coburn and Jim Inhofe recently voted against a bill that would have bolstered the funding of the Federal Emergency Management Agency (FEMA). Without FEMA assistance through the years, it's hard to imagine Oklahoma as a viable, thriving place.

NAVA Hosts Unprecedented Teleconference and Polling Event

NAVA is hosting "Native America Speaks," an unprecedented statewide teleconference and polling event using participants' cell phones and displaying real-time results. The teleconference takes place at the Southwestern Indian Polytechnic Institute (SIPI) in Albuquerque, the Center for Lifelong Education at the Institute of American Indian Arts (IAIA) in Santa Fe and the UNM Branch in Gallup. An information-gathering booth will also be set up at the Shiprock Fair. 

We are inviting Native American people 18 years old and up, including young people, elders, artists, professionals, voters and nonvoters alike to this event. The digital conference will take place at 10:00 AM on Saturday, October 8, 2011. So what's Wisconsin going to be like when the new Republican-enabled concealed-carry gun law takes hold? Well, it may be a lot like Arizona. That's a state with an insanely laissez-faire concealed-carry law. Hendrik Hertzberg, political writer for the New Yorker magazine, reported on a recent incident there where an entire military base went to Condition Red over a reported gun sighting. "The base was locked down, emergency vehicles were summoned, and automated alert messages went out, advising people to stay indoors, away from windows," Hertzberg wrote.

Yesterday, Governor Susanna Martinez signed Senate Bill 1 into law, the In-State Preference bill sponsored by Senator Tim Keller (D-Bernalillo-17) in the recent special legislative session.  SB-1 was a true bright spot in the recent special session, and is expected to create thousands of new jobs in New Mexico.

Senator Keller and co-sponsor Rep. Larry Larranaga (R-Bernalillo-27) worked with the business community, the Governor’s Office and the Senate Jobs Task Force convened by Majority Floor Leader Senator Michael S. Sanchez (D-Valencia-29), to produce the legislation signed yesterday.

“The enactment of the In-State Preference bill is a shining example of how government should work for the mutual benefit of the people of New Mexico. SB-1 will now create over 3,000 jobs in our state and is the result of nearly two years of bi-partisan collaboration on the part of business stakeholders, the governors’ office and the legislature.”

Scott Beason and his incompetent friends in the Legislature have succeeded in boosting at least one business sector in Alabama ... Port-A Potty rentals.  Yep, thanks to Beason, Hammon and company, tag lines are so long officials have had to bring in portable toilets.

Tags lines have been so long in Birmingham that officials are adding portable toilets. 

Let's just call them Beason Boxes.

Senate mapmakers will draw legislative districts that run east to west as they carve new political boundaries for the Panhandle, members of the Senate Reapportionment Committee agreed Wednesday, reports Brandon Larrabee of the News Service of Florida.

The bipartisan consensus answers the tricky question of how to divide Northwest Florida, where rural residents from the northern part of the region feared having their votes diluted by more urbanized coastal areas. Some residents at public meetings had pushed for districts that run north to south, only to encounter pushback from rural interests.

The current districts are already horizontal, an arrangement the Senate panel decided to continue with.

“I think it’s our responsibility to do everything we can to respond to the wishes of these people, and draw the district lines horizontally,” said Sen. Alan Hays, R-Umatilla.

Walker is for certainty -- except when he isn't

Here is Scott Walker's own political version of the famous Heisenberg Uncertainty Principle in physics:

Republicans are for certainty -- except when that would benefit Democrats. Then, they're for uncertainty.

Walker, commenting on the Department of Revenue's decision to slam small "roll your own" cigaret shops:

"What we hear from employers all the time … is they want the certainty of knowing what the law is, what the rules are, that they're applied universally and across the board."

But when implementing the state's new Voter ID law, the Walker administration has told its Department of Transportation service centers that they are not to volunteer to citizens seeking the IDs the information that, under the law, they don't have to pay the usual $28 fee if they're only going to use the card to get a ballot at a polling place.

So, businesses need certainty to create jobs! But if you're an average citizen? Walker wants you to keep on guessing! Only if you're a member of the opposition, of course.

The National Rifle Association says it's "concerned about the implementation of Wisconsin's new concealed carry law," the Journal Sentinel reports:

What's the NRA concerned about -- that people won't get the proper training they need?

No, that they might be required to get too much training -- a whole four hours worth, and have to fire a weapon!

Clearly, someone at the state Dept. of Justice, which is writing but has not yet released the rules, has been leaking to the NRA. That's actually an improvement over what might be expected from Atty. Gen. J.B. Van Hollen. At least he's not letting the NRA write the rules.

But it will be interesting to see whether he has the backbone to stand up to the NRA on this one. Most politicians back down in the face of NRA bluster, even though the organization has had laughably little influence at the ballot box. (Example: Gov. Jim Doyle was their Number One national target for defeat in 2006. How'd that work out?)

"Wall Street" Is A Symbol - & It's Even LESS Popular Than Congress!

A new Rasmussen Reports poll shows that 33% of Americans view the Occupy Wall Street protesters favorably.  In contrast, an ABC poll found that only 14% of Americans view Congress favorably.  Looks like the public is far ahead of the media and pundits: we know who's screwing us over - and it's not the folks camping out in NYC.

Yet still, the traditional media is having a difficult time - perhaps on purpose - articulating the issue.  Douglas Rushkoff discusses their dilemma on the CNN Web site:
