This is a guest blog by Lora Lucero, a long-time resident of Albuquerque, NM and an adjunct professor of law at UNM. Climate change is a major focus of her research and writing, and she serves as the Natural Resources Director for the League of Women Voters of New Mexico.

Tempers got hot Sunday during the panel discussion at the Albuquerque Jewish Community Center. An estimated 150-175 people attended the “Perspectives on Climate Change” presentation organized by the New Mexico Chapter of the Fulbright Association. The University of New Mexico’s Chapter of Sigma Xi, the Scientific Research Society, and the League of Women Voters of Central New Mexico co-sponsored the event.

Red Herring Bill Threatens Public Lands, Public Health & Jobs

Today in America, 14 million people are out of work through no fault of their own, dragging our economy ever closer to another recession. The first priority of Congress should be to create jobs. The American Jobs Act, which would add nearly two million jobs to the economy, is being summarily dismissed by the Republican-controlled House of Representatives.

Meanwhile, the GOP leadership asks us to consider absurd bills like H.R. 1505, which this week passed the House Committee on Natural Resources, where I sit as a Member.  This legislation will hand over control of all public lands within 100 miles of the borders - like our national parks, forests, and beaches - to U.S. Customs and Border Protections.  Ironically, it's named the National Security and Federal Lands Protection Act. Under H.R. 1505, without any public notice, U.S. Customs and Border Protection could build roads and gates and install surveillance equipment in places that Americans treasure - from Glacier National Park in Montana to Cleveland National Forest in California and Olympic National Park in Washington.

Newspapers and blogs and social media have been buzzing about Republican-led efforts to sneak wetland filling permissions into Special Session job-creation legislation, but truth be told, when businesses are caught filling wetlands, damming streams, even laying in a road - - intentionally, without permits - - the fiscal consequence is chump change.

Like less than $3,000 a year.

Sounds like a bottom-line best practice, if you ask me.

The Wisconsin Department of Natural Resources bought a site on North Lake in 2005 to make sure boaters are provided water access that is guaranteed in the state constitution's Public Trust Doctrine - - a principle and tradition that dates to 1787, before statehood - - but neighbors continue to stand in the way.

That leaves North Lake as the largest body of water in Waukesha County - - Lake Country as they call it - - without adequate public access.

Even real estate agents point it out:
North Lake: 437 acres; Quiet lake; upscale residences and older cottages. Evergreen Condominiums. No public boat access.
Public access to Wisconsin water is so basic and clearly embedded in Wisconsin law and tradition that the DNR has an entire web page devoted to it:
